board settings need to be changed

Some new settings seem to have been taking effect, not sure if it was done on purpose, but they need to be changed.

* Lurking is now impossible. For some reason, you now have to be logged in to see threads in the forums, and to see what is new. That was not the case. Many people lurk to see if there are new threads before logging in (like I do). This can be fixed in the adminCP as well.

* Need to have the bank, and point system back up and running. That can be done in the adminCP, so this is not a big problem.

* Install an anti-spam plugin. I saw one which automatically does watch for spammy stuff.

* all new accounts require staff approval, I think admins have this power, but not sure if that power can be given to other staff. Try that. This will stop the spam cold.

There are more ideas, but I'll put these out for now.

1. Not sure why post content was hidden and set as private, possibly to hide from casual visitors the fact that most recent posts were made by spam accounts. Don't mind changing this provided we can discuss why it was set this way in te first place.
2. Bank and points system aren't necessary, but if there's a big clamour for them we could enable them again. This may have been disabled during an upgrade and not re-enabled, would need Style's input on that
3. We've got an anti-spam plugin running, vBstopforumspam. Stopped 150k logins since it was installed in early 2010. Not perfect, and I doubt anything would be, but we'd be swimming in spam if it wasn't there
4. Tried setting admin approval for new accounts a while ago. Failed. will try to find the threads about this and update in a bit. I completely get why you've suggested this one.
